Under Dedicated Waste Logistics, a truck’s color defines its life mission. Each vehicle carries a unique audio “signature” so residents can distinguish them by sound alone.

2. The Grey Truck: Capturing Construction & Development Waste

The most significant flaw in the 4-bin system is the neglect of Construction and Demolition (C&D) waste. Sanjay’s Susten Model introduces the Grey Truck specifically to collect:
 
  • Road Sweepings and Silt: Preventing dust from entering the air.
  • C&D Waste: Bricks, concrete, and debris that are often illegally dumped on roads like Mandi Road.
As part of the Dedicated Waste Logistics, collecting C&D waste on the go, the Grey Truck ensures that the Green (Wet) waste remains 100% organic and the Blue (Dry) waste stays silt-free, maximizing the efficiency of the entire system.

3. The Blue Stream: Economic Justice for Waste Pickers

The core of the Susten Model is that Dedicated Waste Logistics must feed the worker, not the contractor.
  • Spatial Separation: The Blue Truck never visits a landfill. It travels strictly between the doorstep and the Material Recovery Facility (MRF).

 

  • Revenue Ownership: Once the segregated dry waste reaches the MRF, it belongs to the Waste Picker Cooperative managing that site. The sale of this “pure” stream directly to recyclers allows waste pickers to earn a dignified, middle-class income without middlemen.

4. Solving the "Hit & Run" Dumping Crisis

When all streams travel in one truck, drivers face “bottlenecks” at the main city dump. This leads to illegal dumping on road shoulders. With Dedicated Waste Logistics, the load is distributed. The Grey Truck goes to a C&D recycling plant, while the Blue truck goes to an MRF. This decentralize the flow.

5. Infrastructure: The 5-Bin Mandate

For the 5-truck system to work, the collection points must match the fleet. We call for the replacement of all legacy bins with a Five-Bin System. This includes the Grey Bin for road sweepings and Construction & Demolition (C&D) waste—a stream that is currently the primary cause of high PM10 levels in our air.

Subject: Enforcement of Specific CPCB Penalties for “Logistics Re-mixing” under SWM Rules 2026.
 
Respected Sirs,
 
While the Solid Waste Management Rules 2026 have successfully mandated 4-stream segregation, the entire environmental exercise is currently being compromised at the Transport Stage. On the ground, we observe a systemic failure where segregated waste is re-mixed into single vehicle  and diverted to landfills. 
 
We request the Ministry to issue an immediate directive to the Central Pollution Control Board (CPCB) to strictly enforce the Environmental Compensation (EC) regime against all violators. 
 
1. Penalty for Mixed Waste Transport (CPCB Schedule I):
 
As per the SWM Rules,” the CPCB is authorized to collect ₹500 per tonne of mixed waste diverted to a landfill. We propose that any “Blue Truck” (Recyclables) found entering a landfill site should automatically trigger this penalty for its entire load.
 
2. Penalty for Unauthorized Dumping (Hit & Run):
 
Under the “Polluter Pays” principle, any vehicle caught dumping waste on road shoulders or vacant plots must be liable for a minimum EC of ₹25,000 per instance, plus the full cost of scientific remediation and site cleaning.
 
3. The DEDD Logistics Requirement (5-Truck Model):
 
To make these penalties enforceable, we advocate for the DEDD Protocol (Different Everything: Different Destinations). The CPCB must mandate separate GPS-tracked vehicles for:

  • Green (Wet), Blue (Dry), Yellow (Sanitary), Red (Special Care), and a 5th Grey Truck for Road Dust & C&D Waste.
4. Digital Transparency & GPS Monitoring:
 
The CPCB must maintain a Public Live Dashboard of all municipal waste vehicle GPS data. If a vehicle deviates from its assigned “Route-to-Facility,” a “Show Cause Notice” should be automatically generated via the e-Sanyojak portal.
 
5. Livelihood Guarantee:
 
Finally, we urge that 100% of the sale revenue from Blue (Dry) waste delivered to Material Recovery Facilities (MRFs) be legally ring-fenced for the integrated waste pickers. This ensures that the “Blue Stream” remains a resource for the poor, not a liability for the city.
 
We request Ministries to implement these rules in a letter and spirit.
